Absolutely true, and even better still if you do
both. My philosophy (for what it's worth)

in cold weather with canister stoves is to start warm
and keep it warm.
BTW, there are any number of ways to keep a canister warm; water is pretty safe and the one I generally recommend. There are advanced techniques for truly cold weather, but those are not without danger. Heat + fuel = BOOM. Everything in moderation, especially with explosives, yes?
