That's what I am trying to say.
Check the Wilderness Permit Options (link above on the left), especially step 6. There it says:
For a Mount Whitney Zone day hike permit (Main Trail or North Fork/MR), show up at the Visitor Center by 11 am the day BEFORE your entry date. Any cancellations that have not been re-reserved will become available then. If unsuccessful, report back to the Visitor Center by 2 pm that afternoon. No-shows for the next day become available at 2 pm. If there are more people looking for permits than are available at 2 pm, a mini-lottery is held.
