When does Old Army Pass typically become hike-able in an avg snow year ? Does it become hike-able before or after the switchbacks on Mt Whitney?

My hunch is it is hike-able after the cables on Whitney. It's not that difficult to use New Army Pass in that case. NAP has some difficulty early in the season due to snow covering much of the upper trail.
