My 2 cents- As already stated; the NPS's mission has the challenge of balancing keeping the site undisturbed, so future generations can experience it; opposed to the Forest Service's "Land of Many Uses". The balancing act has been an ongoing challenge since the concept of National Parks- do they pave dirt roads (1920's), develop camp sites(1960's), Back Country Permits; etc.

The Park's Supt. has the responsibility for the safety and enjoyment of ALL visitors; and that duty may limit or deny activities of a few, that would impact the experience of the majority of visitors. Park Management tries to find a way to allow individuals to enjoy the park site; with the good of all in mind. Special Use Permits, Public Hearings, and Review of Management Plans are just some examples...

Visitor Safety and Personnel Resources are two factors considered. The Hawaiian Park on the Big Island stopped commercial bike tours during their review of tour policies(and re-opened tours with improved safety measures); and Grand Canyon is looking at ways to manage the increased #'s of Organized "Rim to Rim" hikes- which have affected visitor experience, overloaded facilities and emergency staff(which is a lot bigger than either DV and Mt. Whitney/SEKI). The DV Staff has a challenge to find a way to keep the roads open and safe for ALL visitors during events(runners, cyclists, walkers, and cars.); given their staffing and operational budget.

Not being familiar with the Badlands Race details- How do the event holders/participants get permits to summit Mt. Whitney, given the Quota per day?
