Issuing Forest Orders is a Big Deal. There is only one person who can do it, and there are all sorts of legal requirements.
Signs have to be posted, letters sent out, Washington needs to be notified. Yikes.

They don't like to do it.

But when they do for something like this, they tend to issue it for any conceivable length of time it might be needed, so they don't have to re-issue it, or worse, go back and forth between open,closed, open, closed open.

So, a year is probably the far outside length of time it may be closed.
