They still do not recommend tourniquets unless there is the loss of a limb, or that limb is expected to be lost. Damage to the tissue under the tourniquet as well as the loss of blood flow are the main reason. Mainly, I think it's because people don't learn how to apply a tourniquet properly that they discourage it.
