Laura my dear, just a hint. Get yourself one of those cheap
kids plastic toboggans with a pull rope on the end. Put your
tree on the toboggan and it will easily slide on snow, dirt,
pavement etc. $4 for a permit? Wow I'm moving out to your
forest service as it has been $10 here in Colorado for years.
